The Extreme Poverty Eradication Programme (EPEP) was one of the first major decisions taken by the new Cabinet in 2021 [03:21].   CM Rejects ‘Fraud’ Allegations   The Chief Minister completely dismissed the ‘fraud’ allegations raised by the Opposition. He stressed that the government only announces what is achievable and implemented, and the present declaration is possible because the promises made have been fulfilled [00:42]. He also justified the Assembly announcement, noting that it is the most appropriate way to inform the nation and the world about this historic achievement [00:01]. He added that Kerala is presenting a new model for the world in poverty alleviation [22:36].   Public Participation and Scientific Approach   The government adopted a scientific process with broad public participation for the project’s success. The process involved MLAs, Kudumbashree workers, volunteers, and officials, under the aegis of the Local Self-Government Department and KILA [03:58]. The extreme poverty status was determined based on four core criteria: Food, Health, Housing, and Income [05:57]. Through this meticulous process, 64,006 families, comprising 1,30,999 individuals, were identified and targeted across 1032 local bodies [05:31]. The state government spent over ₹1000 crore on the project, with tailored micro-plans for each family to facilitate their upliftment [17:38].   Key Achievements: Focused Interventions   The government focused on ensuring the basic needs of the extremely poor families: Documents and Services: The ‘Avakasham Athivegam’ (Right Fast) campaign provided essential documents like Aadhaar and ration cards to 21,263 people who previously lacked them [12:14]. Food Security: Uninterrupted food availability was ensured for 20,648 families [13:15]. Housing: 4,677 families received completed houses through the LIFE Mission [14:56]. Special provisions were made to provide up to ₹2 lakh for house renovation for the ultra-poor [15:15]. Livelihood: Livelihood assistance was provided to 4,394 families, and 3,822 individuals received training and financial support through the Kudumbashree ‘Ujjeevanam’ scheme [16:05].   Rewriting the History of Poverty   The Chief Minister highlighted that Kerala has successfully reversed its past where, in the 1960s, it was among the states with the highest poverty rates in India, with 90.75% of the rural population living below the poverty line [09:14]. (Antyodaya Anna Yojana- മഞ്ഞ) കാർഡുകൾ സംസ്ഥാനത്ത് 5.95 ലക്ഷം കുടുംബങ്ങൾക്കുണ്ടെന്ന കണക്കുകൾ നിലനിൽക്കെ, എങ്ങനെയാണ് ഒരു സുപ്രഭാതത്തിൽ ഈ വിഭാഗം ഇല്ലാതായത് എന്ന് പ്രതിപക്ഷ നേതാവ് ചോദിച്ചു. ഈ കണക്കുകൾ വസ്തുതാപരമല്ലെന്നും അദ്ദേഹം ആരോപിച്ചു.   കേന്ദ്ര ആനുകൂല്യങ്ങൾ നഷ്ടമാകും; കേരളത്തിന് വലിയ ദോഷം   അതിദരിദ്രരില്ലാത്ത സംസ്ഥാനമെന്ന പ്രഖ്യാപനം കേരളത്തിന് വലിയ ദോഷം ചെയ്യുമെന്നും, കേന്ദ്രാവിഷ്കൃത പദ്ധതികളിൽ നിന്ന് കേരളം പുറത്താകുമെന്നും പ്രതിപക്ഷം മുന്നറിയിപ്പ് നൽകി. പ്രധാനമായും, അതിദരിദ്രരെ ലക്ഷ്യമിട്ടുള്ള എ.എ.വൈ. റേഷൻ പദ്ധതി ഉൾപ്പെടെയുള്ള കേന്ദ്ര സഹായങ്ങൾ ഇല്ലാതാകാൻ ഈ പ്രഖ്യാപനം കാരണമാകും. കേരളത്തിന് ഈ ആനുകൂല്യങ്ങൾ ആവശ്യമില്ല എന്ന കേന്ദ്ര സർക്കാരിന്റെ നിലപാടിന് ഈ പ്രഖ്യാപനം ശക്തി പകരും. റേഷൻ വിഹിതത്തിൽ കുറവ് വരുത്തുന്നതിനും അർഹമായ പല സബ്സിഡികളും മറ്റ് ക്ഷേമനിധികളും സംസ്ഥാനത്തിന് നഷ്ടപ്പെടുന്നതിനും ഇത് കാരണമാകും.   പ്രതിഷേധവും തുടർനടപടികളും   തിരഞ്ഞെടുപ്പ് ലാക്കാക്കിയുള്ള തട്ടിപ്പാണ് ഈ പ്രഖ്യാപനമെന്ന് പ്രതിപക്ഷം ആവർത്തിച്ചു. 64,000 കുടുംബങ്ങളെ മോചിപ്പിച്ചു എന്നതിൻ്റെ പേരിൽ, വീട്, ഭൂമി, ചികിത്സാ സഹായം എന്നിവ ലഭിക്കാത്തവരെ തഴയുന്നത് ന്യായീകരിക്കാനാവില്ല. ഈ വിഷയത്തിൽ നിയമസഭയിൽ ചർച്ച അനുവദിക്കാതെ മുഖ്യമന്ത്രി റൂൾ 300 പ്രകാരം പ്രസ്താവന നടത്തിയതിൽ പ്രതിഷേധിച്ചാണ് പ്രതിപക്ഷം പ്രത്യേക നിയമസഭാ സമ്മേളനം ബഹിഷ്കരിച്ചത്. പ്രഖ്യാപനത്തിലെ പൊള്ളത്തരം ജനങ്ങളെ ബോധ്യപ്പെടുത്താനായി ശക്തമായ ക്യാമ്പയിനുകൾ നടത്തുമെന്നും പ്രതിപക്ഷ നേതാവ് വ്യക്തമാക്കി.   🇬🇧 Kerala at Risk of Exclusion from Central Schemes: LoP Slams ‘Ultra-Poverty-Free’ Declaration as Fraud   #KeralaPovertyFree #CentralSchemeRisk #AAYRation #VDsatheesan #LDFPropaganda The Leader of the Opposition (LoP), V.D.
