അതിദരിദ്രരില്ലാത്ത സംസ്ഥാനമായി കേരളത്തെ പ്രഖ്യാപിക്കാനുള്ള സർക്കാർ തീരുമാനത്തെ രൂക്ഷമായി വിമർശിച്ച് പ്രതിപക്ഷ നേതാവ് വി.ഡി. സതീശൻ രംഗത്തെത്തി. സർക്കാർ നടത്തുന്നത് ‘കള്ളക്കണക്കുകൊണ്ട് കൊട്ടാരം പണിയുന്ന ചെപ്പടി വിദ്യയാണ്’ എന്ന് അദ്ദേഹം ആരോപിച്ചു.

പ്രഖ്യാപനത്തിനെതിരെയുള്ള പ്രധാന ചോദ്യങ്ങൾ:

• കണക്കിലെ വൈരുദ്ധ്യം: 2021-ലെ എൽ.ഡി.എഫ്. മാനിഫെസ്റ്റോയിൽ 4.5 ലക്ഷം പരമ ദരിദ്ര കുടുംബങ്ങൾ കേരളത്തിൽ ഉണ്ടെന്ന് പറഞ്ഞിരുന്നു. ഈ 4.5 ലക്ഷം കുടുംബങ്ങൾ എങ്ങനെയാണ് ഇപ്പോൾ 64,000 അതിദരിദ്രരായി ചുരുങ്ങിയത്? ഇതിന് പിന്നിലെ മാനദണ്ഡമെന്താണെന്ന് വ്യക്തമാക്കണം.

• കേന്ദ്രത്തിന്റെ കണക്ക്: കേന്ദ്രസർക്കാർ മാനദണ്ഡപ്രകാരം ദരിദ്രരിൽ അതിദരിദ്രരായി കണക്കാക്കി എ.എ.വൈ. (മഞ്ഞ) കാർഡ് ലഭിച്ച 5.95 ലക്ഷം കുടുംബങ്ങൾ കേരളത്തിൽ ഉണ്ട്. ഇവർ അതിദരിദ്രർ അല്ലെങ്കിൽ, കേന്ദ്രം ഇവർക്ക് നൽകുന്ന സൗജന്യ റേഷൻ നിർത്തലാക്കുമോ?

• ആദിവാസി കുടുംബങ്ങൾ: 2011 സെൻസസ് പ്രകാരം 1.16 ലക്ഷം ആദിവാസി കുടുംബങ്ങളിൽ നിന്നും വെറും 6,400 കുടുംബങ്ങൾ മാത്രമാണ് ഈ 64,000 ലിസ്റ്റിൽ ഉൾപ്പെട്ടത്. ബാക്കിയുള്ളവർക്ക് വിദ്യാഭ്യാസം, ആരോഗ്യം, പാർപ്പിടം, വരുമാനം എന്നിവയെല്ലാം ഉറപ്പാക്കിയോ?

• പഴയ പദ്ധതികൾ: എ.കെ. ആന്റണി സർക്കാരിന്റെ കാലത്തെ ആശ്രയ പദ്ധതിയിൽ പോലും ഉൾപ്പെട്ട 1.5 ലക്ഷം അഗതി കുടുംബങ്ങൾ ഈ 64,000 പേരുടെ ലിസ്റ്റിൽ ഉൾപ്പെട്ടിട്ടില്ല.

• മാനദണ്ഡങ്ങൾ: ഈ ലിസ്റ്റ് തയ്യാറാക്കിയതിന്റെ മെത്തഡോളജി എന്താണ്? പ്ലാനിംഗ് ബോർഡിന്റെയോ സ്റ്റാറ്റിസ്റ്റിക്സ് ഡിപ്പാർട്ട്‌മെന്റിന്റെയോ പിന്തുണ ഇതിനുണ്ടോ?

• ക്ഷേമപെൻഷൻ വർധനവിലെ വിമർശനം: മാനിഫെസ്റ്റോയിൽ ₹2500 ആക്കുമെന്ന് പ്രഖ്യാപിച്ചിട്ട്, നാലര വർഷക്കാലം ഒരു രൂപ പോലും വർദ്ധിപ്പിക്കാതെ, തിരഞ്ഞെടുപ്പ് അടുക്കുമ്പോൾ ₹2000 ആക്കി എന്ന് പ്രഖ്യാപിക്കുന്നത് ജനങ്ങളുടെ സാമാന്യബുദ്ധിയെ ചോദ്യം ചെയ്യുന്നതിന് തുല്യമാണ്.

യഥാർത്ഥത്തിൽ ലക്ഷക്കണക്കിന് ആളുകൾ അതിദരിദ്ര വിഭാഗത്തിൽ കേരളത്തിലുണ്ടെന്നും, സർക്കാർ ഈ കള്ളപ്രചരണത്തിൽ നിന്ന് പിന്മാറണമെന്നും വി.ഡി. സതീശൻ ആവശ്യപ്പെട്ടു.

English Translation

The Leader of the Opposition, V.D. Satheesan, severely criticized the government’s decision to declare Kerala a destitute-free state, alleging that the government is employing ‘a sleight of hand to build a palace with false figures’.

Key Questions Against the Declaration:

• Contradiction in Figures: The 2021 LDF Manifesto claimed there were 4.5 lakh ‘Param Daridrar’ (extremely poor) families in Kerala. How did this 4.5 lakh figure suddenly shrink to 64,000 ‘Atheeva Daridrar’ (most destitute)? He demanded clarity on the criteria used.

• Central Government’s Count: According to Central Government norms for the Antyodaya Anna Yojana (AAY/Yellow Card), there are 5.95 lakh families categorized as the ‘poorest of the poor’ in Kerala. He raised concern that if these families are no longer considered destitute, the Central Government might stop their free ration.

• Tribal Families: Based on the 2011 Census, out of 1.16 lakh tribal families, only 6,400 are included in the 64,000 list. He questioned whether the remaining tribal families have been ensured of education, health, housing, and income.

• Older Schemes: Even the Ashraya scheme started during the A.K. Antony government’s tenure covered 1.5 lakh destitute families. He noted that these families are excluded from the 64,000 list.

• Methodology: What is the methodology used to prepare this list? Does it have the backing of the Planning Board or the Statistics Department?

Other Criticisms:

• Criticism on Welfare Pension Hike: Satheesan criticized the government for promising a hike to ₹2500 in their manifesto, yet after four and a half years of no increase, announcing a hike to ₹2000 just before the election, calling it an insult to the intelligence of the people of Kerala.

• Motive Behind the Announcement: The declaration is merely political propaganda. While the Opposition does not oppose providing benefits to the 64,000 people, they object to the figures claiming that the whole of Kerala is destitute-free.

• Cultural Personalities: He stated that inviting film stars and cultural leaders to the declaration ceremony is part of the move to ‘build a palace with lies’. He advised them to reflect before becoming complicit in this ‘scam’.
