അതിദരിദ്രരുടെ എണ്ണത്തെക്കുറിച്ചുള്ള സർക്കാരിന്റെ കണക്കുകളിലെ പൊരുത്തക്കേടുകളാണ് പ്രതിപക്ഷം പ്രധാനമായും ചോദ്യം ചെയ്യുന്നത്. എൽ.ഡി.എഫ്. അധികാരത്തിൽ വരുന്നതിനു മുൻപ് മാനിഫെസ്റ്റോയിൽ 4.5 ലക്ഷം പരമ ദരിദ്രരുണ്ടെന്ന് പറഞ്ഞിരുന്നു. എന്നാൽ, ഇപ്പോൾ സർക്കാർ പ്രഖ്യാപിച്ച അതിദരിദ്രരുടെ എണ്ണം 64,006 മാത്രമാണ്. ഇതിനുപുറമെ, ദരിദ്രരിൽ അതിദരിദ്രർക്ക് വേണ്ടി കേന്ദ്ര സർക്കാർ നൽകുന്ന എ.എ.വൈ. (Antyodaya Anna Yojana- മഞ്ഞ) കാർഡുകൾ സംസ്ഥാനത്ത് 5.95 ലക്ഷം കുടുംബങ്ങൾക്കുണ്ടെന്ന കണക്കുകൾ നിലനിൽക്കെ, എങ്ങനെയാണ് ഒരു സുപ്രഭാതത്തിൽ ഈ വിഭാഗം ഇല്ലാതായത് എന്ന് പ്രതിപക്ഷ നേതാവ് ചോദിച്ചു. ഈ കണക്കുകൾ വസ്തുതാപരമല്ലെന്നും അദ്ദേഹം ആരോപിച്ചു.

അതിദരിദ്രരില്ലാത്ത സംസ്ഥാനമെന്ന പ്രഖ്യാപനം കേരളത്തിന് വലിയ ദോഷം ചെയ്യുമെന്നും, കേന്ദ്രാവിഷ്കൃത പദ്ധതികളിൽ നിന്ന് കേരളം പുറത്താകുമെന്നും പ്രതിപക്ഷം മുന്നറിയിപ്പ് നൽകി. പ്രധാനമായും, അതിദരിദ്രരെ ലക്ഷ്യമിട്ടുള്ള എ.എ.വൈ. റേഷൻ പദ്ധതി ഉൾപ്പെടെയുള്ള കേന്ദ്ര സഹായങ്ങൾ ഇല്ലാതാകാൻ ഈ പ്രഖ്യാപനം കാരണമാകും. കേരളത്തിന് ഈ ആനുകൂല്യങ്ങൾ ആവശ്യമില്ല എന്ന കേന്ദ്ര സർക്കാരിന്റെ നിലപാടിന് ഈ പ്രഖ്യാപനം ശക്തി പകരും. റേഷൻ വിഹിതത്തിൽ കുറവ് വരുത്തുന്നതിനും അർഹമായ പല സബ്സിഡികളും മറ്റ് ക്ഷേമനിധികളും സംസ്ഥാനത്തിന് നഷ്ടപ്പെടുന്നതിനും ഇത് കാരണമാകും.

പ്രതിഷേധവും തുടർനടപടികളും

തിരഞ്ഞെടുപ്പ് ലാക്കാക്കിയുള്ള തട്ടിപ്പാണ് ഈ പ്രഖ്യാപനമെന്ന് പ്രതിപക്ഷം ആവർത്തിച്ചു. 64,000 കുടുംബങ്ങളെ മോചിപ്പിച്ചു എന്നതിൻ്റെ പേരിൽ, വീട്, ഭൂമി, ചികിത്സാ സഹായം എന്നിവ ലഭിക്കാത്തവരെ തഴയുന്നത് ന്യായീകരിക്കാനാവില്ല. ഈ വിഷയത്തിൽ നിയമസഭയിൽ ചർച്ച അനുവദിക്കാതെ മുഖ്യമന്ത്രി റൂൾ 300 പ്രകാരം പ്രസ്താവന നടത്തിയതിൽ പ്രതിഷേധിച്ചാണ് പ്രതിപക്ഷം പ്രത്യേക നിയമസഭാ സമ്മേളനം ബഹിഷ്കരിച്ചത്. പ്രഖ്യാപനത്തിലെ പൊള്ളത്തരം ജനങ്ങളെ ബോധ്യപ്പെടുത്താനായി ശക്തമായ ക്യാമ്പയിനുകൾ നടത്തുമെന്നും പ്രതിപക്ഷ നേതാവ് വ്യക്തമാക്കി.

The Leader of the Opposition (LoP), V.D. Satheesan, has severely criticized the Kerala Government’s declaration that the state has achieved ‘extreme poverty-free’ status. He warned that this announcement is mere ‘PR propaganda’ aimed at the upcoming elections and will lead to the state being excluded from several crucial Central Government welfare schemes. He further added that the declaration will thrust the state into a major financial crisis and result in the loss of benefits for lakhs of poor families.

Data Discrepancy: Where Does the Truth Lie?

The Opposition is primarily questioning the severe inconsistencies in the government’s figures concerning the number of the ultra-poor. The LDF manifesto, prior to coming to power, had cited that there were 4.5 lakh extremely poor people. However, the government has now declared that the number of extremely poor is just 64,006. The LoP pointed out that with 5.95 lakh families currently holding the Central Government’s Antyodaya Anna Yojana (AAY—Yellow) cards, meant for the poorest of the poor, the claim that this category has vanished overnight is highly questionable and factually baseless.

Threat of Losing Central Benefits; Major Loss for Kerala

The Opposition warned that the declaration of an ‘extreme poverty-free state’ will severely harm Kerala’s interests, leading to its exclusion from Centrally Sponsored Schemes. Specifically, Central assistance, including the AAY ration scheme which targets the ultra-poor, will be jeopardized. The announcement strengthens the Central Government’s stance that Kerala no longer requires such benefits. This could result in a reduction of the state’s ration quota and the loss of many entitled subsidies and other welfare funds.

Protest and Future Course of Action

The Opposition reiterated that the declaration is an election-driven fraud. They argued that claiming 64,000 families have been uplifted from extreme poverty cannot justify neglecting those who still lack housing, land, and essential medical assistance. The Opposition boycotted the special assembly session where the Chief Minister made the statement under Rule 300 without allowing a debate, registering their protest against the ‘fraudulent’ nature of the declaration. The LoP confirmed that they will organize strong campaigns to expose the hollowness of the announcement to the public.
