ട്രെയിൻ യാത്രക്കാർക്ക് ആവശ്യമായ സുരക്ഷ നൽകാൻ റെയിൽവേ തയ്യാറാകണമെന്ന് തുറമുഖ വകുപ്പ് മന്ത്രി വി. അബ്ദുറഹ്മാൻ ആവശ്യപ്പെട്ടു. കേരളത്തിൽ അടുത്തിടെയുണ്ടായ ട്രെയിൻ അതിക്രമങ്ങളുടെ പശ്ചാത്തലത്തിലാണ് മന്ത്രിയുടെ പ്രതികരണം. തുടർച്ചയായി മെയിലുകൾ അയച്ചിട്ടും ഈ വിഷയത്തിൽ റെയിൽവേയുടെ ഭാഗത്തുനിന്ന് യാതൊരു നടപടിയും ഉണ്ടായിട്ടില്ലെന്നും മന്ത്രി കുറ്റപ്പെടുത്തി.

റെയിൽവേയുടെ നിസ്സംഗതയും അശ്രദ്ധയും:

റെയിൽവേയുടെ പരിഷ്കാരങ്ങളെ നിഷേധിക്കുന്നില്ലെങ്കിലും, യാത്രക്കാരുടെ പ്രശ്‌നങ്ങൾ പരിഹരിക്കുന്നതിൽ റെയിൽവേ വേണ്ടത്ര ശ്രദ്ധ പതിപ്പിക്കുന്നില്ലെന്ന് മന്ത്രി വിമർശിച്ചു [00:10]. മന്ത്രി ചൂണ്ടിക്കാണിച്ച പ്രധാന പ്രശ്നങ്ങൾ:

• ആർ.പി.എഫിന്റെ അലംഭാവം: ആക്രമണം നടന്ന് ഏറെ ദൂരം സഞ്ചരിച്ച ശേഷമാണ് ആർ.പി.എഫ്. ഉദ്യോഗസ്ഥർ സംഭവസ്ഥലത്ത് എത്തുന്നത് [01:27]. റെയിൽവേയുടെ പരിധിയിൽ വരേണ്ട കാര്യങ്ങൾ ആർ.പി.എഫ്. ചെയ്യുന്നില്ലെങ്കിൽ, കേരളാ പോലീസിന് നടപടിയെടുക്കുന്നതിന് നിയമപരമായ തടസ്സങ്ങളുണ്ട് [02:42]. ആർ.പി.എഫ്. തങ്ങളുടെ പ്രവർത്തനം ശക്തമാക്കണം [02:53].

• മോഷണങ്ങൾ വർദ്ധിക്കുന്നു: ട്രെയിനുകളിൽ മൊബൈൽ ഫോൺ മോഷണം, സ്വർണ്ണമാല കവരൽ, തട്ടിപ്പറികൾ തുടങ്ങിയ കേസുകൾ വർദ്ധിച്ചിട്ടുണ്ട് [00:53]. ഡൽഹി പോലുള്ള മറ്റ് സംസ്ഥാനങ്ങളിൽ പരസ്യമായ കൊള്ളയാണ് കമ്പാർട്ട്മെന്റുകളിൽ നടക്കുന്നതെന്നും ഇത് കേരളത്തിൽ അനുവദിക്കാൻ കഴിയില്ലെന്നും മന്ത്രി വ്യക്തമാക്കി [01:51].

• നിരീക്ഷണ സംവിധാനങ്ങൾ: എല്ലാ റെയിൽവേ സ്റ്റേഷനുകളിലും സിസിടിവി സ്ഥാപിക്കുമെന്ന് നേരത്തെ അറിയിച്ചിരുന്നെങ്കിലും, അതിൻ്റെ പുരോഗതി എവിടെയുമെത്തിയില്ല [02:17].

നിയമപരമായ നടപടിക്ക് കേന്ദ്രത്തോട് ആവശ്യം:

ട്രെയിൻ യാത്രക്കാർക്ക് സുരക്ഷിതത്വം നൽകാൻ റെയിൽവേ തയ്യാറാകണം. ആർ.പി.എഫ്. ജാഗ്രതയോടെ പ്രവർത്തിക്കുകയും നിയമപരമായി നടപടിയെടുക്കുകയും വേണം. ബഹുമാനപ്പെട്ട കേന്ദ്ര റെയിൽവേ വകുപ്പ് മന്ത്രി ഇതിന് തയ്യാറാകണം [00:33] എന്നാണ് ഈ വിഷയത്തിൽ പറയാനുള്ളതെന്നും മന്ത്രി അറിയിച്ചു. ടിക്കറ്റ് നിരക്കുകൾ വർദ്ധിപ്പിച്ചത് പോലെ യാത്രക്കാരുടെ സുരക്ഷ ഉറപ്പാക്കുന്നതിലും റെയിൽവേ ശ്രദ്ധിക്കണം [03:14] എന്നും അദ്ദേഹം കൂട്ടിച്ചേർത്തു.

Minister for Ports, V. Abdurahiman, has demanded that the Railway authorities must ensure the necessary security for train passengers. The Minister’s response comes in the wake of recent instances of train violence in Kerala. He criticized the Railway for failing to take any action on the issue, despite receiving repeated emails [00:00].

Railway’s Apathy and Lack of Attention:

While not denying the Railway’s ongoing reforms, the Minister criticized the department for not paying enough attention to resolving passengers’ concerns [00:10]. The key issues highlighted by the Minister include:

• Security Lapse: Despite the extremely brutal attack on a young woman who was traveling independently with a ticket, the Railway’s response has been one of apathy [01:05]. He stressed that such violence cannot be tolerated in Kerala [00:21].

• RPF’s Indifference: RPF officials are only arriving at the scene of the crime after the train has travelled a significant distance [01:27]. He pointed out that while RPF should be addressing issues within the railway limits, legal constraints prevent the Kerala Police from taking action. • Increase in Theft: Cases of mobile phone theft, gold chain snatching, and robberies are on the rise on trains [00:53]. He mentioned that while open robbery is common in states like Delhi, it will not be allowed here [01:51].

• Surveillance Systems: Although the installation of CCTVs in all railway stations was announced, there has been little to no progress on this front [02:17].

Call for Legal Action to the Centre:

Minister Abdurahiman reiterated that the Railway must provide security to passengers.
