കേരളപ്പിറവി ദിനത്തിൽ നിയമസഭയിൽ നടത്തിയ ചരിത്രപ്രധാനമായ പ്രഖ്യാപനത്തിലൂടെ മുഖ്യമന്ത്രി സ. പിണറായി വിജയൻ, കേരളം അതിദാരിദ്ര്യമുക്തി നേടിയ ഇന്ത്യയിലെ ആദ്യ സംസ്ഥാനമായി മാറിയതായി അറിയിച്ചു. ചരിത്രപരമായ ഈ നേട്ടം നവകേരള സൃഷ്ടിയുടെ ഒരു നാഴികക്കല്ലാണ് [02:59], ഇത് കേരള ജനതക്കാകെ ഒരു പൊതുയുഗ പിറവിയുടെ ദിനമാണെന്നും മുഖ്യമന്ത്രി സഭയെ അറിയിച്ചു [02:18]. 2021-ൽ പുതിയ മന്ത്രിസഭയുടെ ആദ്യ തീരുമാനങ്ങളിലൊന്നായാണ് അതിദാരിദ്ര്യ നിർമാർജന പദ്ധതി (EPEP) ആരംഭിച്ചത് [03:21].

തട്ടിപ്പ് ആരോപണങ്ങൾ തള്ളി മുഖ്യമന്ത്രി

പ്രതിപക്ഷം ഉയർത്തിയ ‘തട്ടിപ്പ്’ ആരോപണങ്ങൾ മുഖ്യമന്ത്രി പൂർണ്ണമായും തള്ളിക്കളഞ്ഞു. നടപ്പാക്കാവുന്ന കാര്യങ്ങൾ മാത്രമേ സർക്കാർ പറയാറുള്ളൂവെന്നും, പറഞ്ഞ വാക്ക് നടപ്പാക്കിയതിനാലാണ് ഈ പ്രഖ്യാപനം സാധ്യമായതെന്നും അദ്ദേഹം പറഞ്ഞു [00:42]. ഈ ചരിത്രപ്രധാനമായ കാര്യം നിയമസഭയിലൂടെ രാജ്യത്തെയും ലോകത്തെയും അറിയിക്കുന്നതാണ് ഏറ്റവും ഉചിതമായ മാർഗ്ഗം എന്ന് കണ്ടതുകൊണ്ടാണ് ഈ നടപടിയെന്നും അദ്ദേഹം വ്യക്തമാക്കി [00:01]. ദാരിദ്ര്യ ലഘൂകരണത്തിന്റെ കാര്യത്തിൽ കേരളം ലോകത്തിന് ഒരു പുതിയ മാതൃക സമർപ്പിക്കുകയാണ് [22:36] എന്നും മുഖ്യമന്ത്രി കൂട്ടിച്ചേർത്തു.

ജനപങ്കാളിത്തവും ശാസ്ത്രീയ സമീപനവും

പദ്ധതിയുടെ വിജയത്തിനായി വിപുലമായ ജനപങ്കാളിത്തത്തോടെയുള്ള ശാസ്ത്രീയ പ്രക്രിയകളാണ് സർക്കാർ സ്വീകരിച്ചത്. തദ്ദേശ സ്വയംഭരണ വകുപ്പിന്റെ ആഭിമുഖ്യത്തിൽ കിലയുടെ നേതൃത്വത്തിൽ നിയമസഭാംഗങ്ങൾ, കുടുംബശ്രീ പ്രവർത്തകർ, സന്നദ്ധപ്രവർത്തകർ എന്നിവരടക്കം പങ്കാളികളായി [03:58]. ആഹാരം, ആരോഗ്യം, വാസസ്ഥലം, വരുമാനം [05:57] എന്നീ നാല് ക്ലേശ ഘടകങ്ങൾ അടിസ്ഥാനമാക്കിയുള്ള സൂക്ഷ്മ പരിശോധനയിലൂടെയാണ് 1032 തദ്ദേശ സ്ഥാപനങ്ങളിലായി 64,006 അതിദരിദ്ര കുടുംബങ്ങളെ കണ്ടെത്തിയത് [05:31]. ഓരോ കുടുംബത്തിനും മൈക്രോ പ്ലാനുകൾ തയ്യാറാക്കിയാണ് 1,30,999 വ്യക്തികളെ ഈ അവസ്ഥയിൽ നിന്ന് മോചിപ്പിച്ചത് [11:12]. ഇതിനായി 1000 കോടിയിലധികം രൂപയാണ് കേരളം ചെലവഴിച്ചത് [17:38].

സുപ്രധാന നേട്ടങ്ങൾ: കൃത്യമായ ഇടപെടലുകൾ

അതിദരിദ്ര കുടുംബങ്ങളുടെ അടിസ്ഥാന ആവശ്യങ്ങൾ ഉറപ്പാക്കുന്നതിൽ സർക്കാർ ശ്രദ്ധ കേന്ദ്രീകരിച്ചു:

• രേഖകളും സേവനങ്ങളും: അടിസ്ഥാന രേഖകളില്ലാത്ത 21,263 പേർക്ക് ‘അവകാശം അതിവേഗം’ യജ്ഞത്തിലൂടെ ആധാർ, റേഷൻ കാർഡ് തുടങ്ങിയവ ലഭ്യമാക്കി [12:14].

• ഭക്ഷണം: 20,648 കുടുംബങ്ങൾക്ക് തടസ്സമില്ലാത്ത ആഹാരലഭ്യത ഉറപ്പാക്കി [13:15].

• ഭവനം: 4,677 കുടുംബങ്ങൾക്ക് ലൈഫ് മിഷൻ വഴി വീടുകൾ പൂർത്തിയാക്കി [14:56]. വീട് പുതുക്കിപ്പണിയുന്നതിന് പ്രത്യേക ഉത്തരവിലൂടെ 2 ലക്ഷം രൂപ വരെ നൽകി [15:15]. 28 ഏക്കർ ഭൂമിയും ഇതിനായി കണ്ടെത്തി.

• വരുമാനം: 4,394 കുടുംബങ്ങൾക്ക് സ്വയം വരുമാനം നേടാനുള്ള സഹായം നൽകി, കുടുംബശ്രീയുടെ ‘ഉജ്ജീവനം’ പദ്ധതിയിലൂടെ പരിശീലനവും ധനസഹായവും ഉറപ്പാക്കി [16:05].

ദാരിദ്ര്യത്തിൻ്റെ ചരിത്രം തിരുത്തി

1960-കളിൽ രാജ്യത്തെ ഏറ്റവും കൂടുതൽ ദാരിദ്ര്യമുള്ള സംസ്ഥാനങ്ങളിലൊന്നായിരുന്നു കേരളം. അന്ന് ഗ്രാമീണ മേഖലയിൽ 90.75% ജനങ്ങളും ദാരിദ്ര്യരേഖക്ക് താഴെയായിരുന്നു [09:14]. അവിടെനിന്നാണ് ഇന്ന് അതിദാരിദ്ര്യം പൂർണ്ണമായും നിർമ്മാർജ്ജനം ചെയ്ത ആദ്യ ഇന്ത്യൻ സംസ്ഥാനമായി കേരളം മാറിയത് [09:44]. നീതി ആയോഗിന്റെ കണക്കുകൾ പ്രകാരം 2022-23ൽ കേരളത്തിലെ ദാരിദ്ര്യരേഖയ്ക്ക് താഴെയുള്ള ജനസംഖ്യ 0.48% മാത്രമാണ് [10:10]. ഈ നേട്ടത്തിലൂടെ ഐക്യരാഷ്ട്രസഭയുടെ സുസ്ഥിര വികസന സൂചികയിൽ (SDG) കേരളം ശ്രദ്ധേയമായ മുന്നേറ്റം നടത്തി [21:27].

In a historic declaration made in the Legislative Assembly on Kerala Piravi Day, Chief Minister Pinarayi Vijayan announced that Kerala has become the first state in India to achieve the status of being free from extreme poverty. The Chief Minister stated that this historic achievement marks a new era in the creation of Navakeralam (New Kerala) [02:18], calling it a milestone in the state’s reconstruction journey [02:59]. The Extreme Poverty Eradication Programme (EPEP) was one of the first major decisions taken by the new Cabinet in 2021 [03:21].

CM Rejects ‘Fraud’ Allegations

The Chief Minister completely dismissed the ‘fraud’ allegations raised by the Opposition. He stressed that the government only announces what is achievable and implemented, and the present declaration is possible because the promises made have been fulfilled [00:42]. He also justified the Assembly announcement, noting that it is the most appropriate way to inform the nation and the world about this historic achievement [00:01]. He added that Kerala is presenting a new model for the world in poverty alleviation [22:36].

Public Participation and Scientific Approach

The government adopted a scientific process with broad public participation for the project’s success. The process involved MLAs, Kudumbashree workers, volunteers, and officials, under the aegis of the Local Self-Government Department and KILA [03:58]. The extreme poverty status was determined based on four core criteria: Food, Health, Housing, and Income [05:57]. Through this meticulous process, 64,006 families, comprising 1,30,999 individuals, were identified and targeted across 1032 local bodies [05:31]. The state government spent over ₹1000 crore on the project, with tailored micro-plans for each family to facilitate their upliftment [17:38].

Key Achievements: Focused Interventions

The government focused on ensuring the basic needs of the extremely poor families:

• Documents and Services: The ‘Avakasham Athivegam’ (Right Fast) campaign provided essential documents like Aadhaar and ration cards to 21,263 people who previously lacked them [12:14].

• Food Security: Uninterrupted food availability was ensured for 20,648 families [13:15].

• Housing: 4,677 families received completed houses through the LIFE Mission [14:56]. Special provisions were made to provide up to ₹2 lakh for house renovation for the ultra-poor [15:15].

• Livelihood: Livelihood assistance was provided to 4,394 families, and 3,822 individuals received training and financial support through the Kudumbashree ‘Ujjeevanam’ scheme [16:05].

Rewriting the History of Poverty

The Chief Minister highlighted that Kerala has successfully reversed its past where, in the 1960s, it was among the states with the highest poverty rates in India, with 90.75% of the rural population living below the poverty line [09:14]. Today, Kerala is the first state to completely eliminate extreme poverty [09:44]. According to NITI Aayog’s figures for 2022-23, Kerala’s multidimensional poverty rate is just 0.48% [10:10]. This achievement marks significant progress in the state’s contribution to the UN Sustainable Development Goals (SDG) [21:27].
